As you know, all places in the Wild Pokemon Forum (except Safari Zone) have Pokemon with levels that depend on how many badges you have.
Following is a list showing the level limits for each number of badges you have.

It is important to know that although some level boundaries may be high/low, that doesn't mean they're going to always appear.
For example, let's just say that the high level limit for one of them was 70.
This doesn't mean that level 70s will be often appearing.
It just mean that nothing higher then 70 will appear.
Anyway, here it is:

NO BADGES - Highest Level Is 5

1 BADGE - Highest Level Is 10

2 BADGES - Highest Level Is 15

3 BADGES - Highest Level Is 20

4 BADGES - Highest Level Is 25

5 BADGES - Highest Level Is 30

6 BADGES - Highest Level Is 35

7 BADGES - Highest Level Is 40

8 BADGES - Highest Level Is 45

ELITE 4 BEATEN - Highest Level Is 60

BROCK BEATEN - Highest Level Is 70

MISTY BEATEN - Highest Level Is 80

GARY OAK BEATEN - Highest Level Is 90

ASH KETCHUM BEATEN - Highest Level Is 100
